MLA UPDATE – SARAH ELMELIGI – Banff-Kananaskis – Oct 2024

It’s been a busy summer and I’ve been all over our great riding chatting with as many of you as I could. Recently at the Springbank Fall Fair, a constituent asked what I had been doing to serve the folks of Springbank and the east side of the riding. We had a good chat, but it made me think that perhaps other folks were wondering the same thing.

While you’re out enjoying the changing leaves and crisp fall air, here’s a peek at what’s we’ve been working on at the MLAs office to serve our eastern communities.

Proposed Bow River Dam: Exploring Nature-Based Solutions
When I first became MLA, I met with Chief Dixon of the Bearspaw First Nation and the Bow River Basin Council to learn more about the proposed Bow River Dam options. Since then, I have attended an open house to hear from the public and met with multiple stakeholders, including TransAlta. I understand that people in Springbank and the surrounding area are very concerned to the idea of a new dam on the mainstem of the Bow River. Large infrastructure projects are expensive, take time, and have big impacts. I want to make sure all options, including nature-based solutions, have been explored before I take a position. I’m discussing with TransAlta modeling work on their current infrastructure, meeting with stakeholders to explore wetlands and headwaters management as natural water storage and spent a day in the field with Ducks Unlimited to better understand wetlands as a water storage solution. Think of it as working with nature rather than against it! We’re exploring ways that could maintain flood and drought resilience while also protecting the natural beauty that makes this area so special. I’m confident we can find solutions that work for both people and wildlife and will update you as I learn more.

Elbow Valley and Springbank Trails: A Regional Network in the Making
Our riding is filled with people who love to get outside and enjoy the nature that surrounds us. If you’ve ever hiked through the Elbow Valley or the beautiful trails around Springbank, you know what I mean. Over the past year, I’ve received several emails from folks with questions about recreational opportunities, river access, construction of the ring road around Elbow Valley and pedestrian access. In September, I brought Springbank, Elbow Valley, and Discovery Ridge trail groups together to explore a regional trail that connects these incredible areas. This isn’t just about putting down paths—it’s about finding ways to address concerns like access, conservation, and long-term sustainability and community connectivity. The goal is to make a case for several Ministers to invest in a regional trail network that serves multiple communities, addresses public safety, and is based on what the communities are asking for. I’ll be working on this more over the fall session when we’re back in session.

South Saskatchewan Regional Plan: Representing Your Views
The South Saskatchewan Regional Plan update was launched in September and will involve public consultation. I’ll be working to make sure your voice is heard loud and clear. I’m still not clear what the details are for public and stakeholder engagement, but I’ll let you know as soon as I can. This plan will guide future land use and development across a huge area, so it’s crucial we get it right. Whether it’s protecting our water, supporting agriculture, or ensuring responsible recreation, your feedback is invaluable. I’m committed to making sure our community’s unique needs and perspectives are well represented in the process.

Ghost Area: Advocating for Better Land Use
For those who love the rugged beauty of the Ghost area, we’ve had a major win! After working with many concerned locals, stakeholders, and the MD of Bighorn, we successfully advocated for a shooting restriction in the area. This is a huge step forward in making the Ghost area safer and more enjoyable for everyone who uses it. But we’re not stopping there! We’ll continue to push for better management of land use and recreation to ensure the Ghost remains a haven for outdoor enthusiasts while addressing the need for responsible and safe use of the land.

Rockyview County/Springbank Area: Planning
We continue to listen to residents’ feedback and concerns regarding planning and proposed development in our riding.

We will be monitoring and/or attending the multiple public hearings being held this fall by Rockyview County including Sept 25th, 2024 at 9 am regarding the proposed Petro Canada Gas Station development and Oct 2nd, 2024 at 9 am regarding the Springbank Area Structure Plan (ASP). While these ASPs are decision made entirely by the MD of Rockyview, it will be good to hear your feedback at these public hearings. Once the ASPs are approved, there are likely to be significant changes to provincial roads. Then I’ll have a more concrete opportunity to ensure your needs are part of transportation planning.

Returning to the Legislature: Your Concerns Matter
As we step into the beauty of autumn, I’m excited about the progress we’re making together. I’ll be heading back to the legislature at the end of the month, and I want to hear from you!
